The regional Observatory will be made up of a series of
modules
. In theory, each module will represent a different policy area with a different sponsoring organisation e.g. Public Health and the Department of Health, Skills and Learning and the South West of England Regional Development Agency. In reality, the operation of the Observatory will be much more fluid and flexible. Modules will work together to identify a work programme. They will work with each other on specific projects. They will share staff and expertise. Internet services will link them through the use of email and the World Wide Web.
