What will make a good basket for tracking inequalities at a local level?

  Example basket 1

This basket was filled with indicators which might be used to help track progress against the PPF 2003 - 2006 targets. 
It is very small, with just one indicator per PPF target.
These targets are:

 

bullet

Deliver a one percentage point reduction per year in the proportion of women continuing to smoke throughout pregnancy, focusing especially on smokers from disadvantaged groups as a contribution to the national target to reduce by at least 10% the gap in mortality between “routine and manual” groups and the population as a whole by 2010, starting with children under one year.

bullet

Deliver an increase of 2 percentage points per year in breastfeeding initiation rate, focusing especially on women from disadvantaged groups.

bullet

Achieve agreed local teenage conception reduction targets while reducing the gap in rates between the worst fifth of wards and the average by at least a quarter in line with national targets.

bullet

Contribute to a national reduction in death rates from CHD of at least 25% in people under 75 by 2005 compared to 1995-1997, targeting the 20% of areas with the highest rates of CHD.

bullet

Contribute to a national reduction in cancer death rates of at least 12% in people under 75 by 2005 compared to 1995-1997, targeting the 20% of areas with the highest rates of cancer.

bullet

Achieve the target of 70% uptake in influenza immunisation in people aged 65 years and over, targeting populations in the 20% of areas with the lowest life expectancy.

Builds on example basket 1 by using more than one indicator for some of the PPF targets.  Does not have any indicators relating to other determinants of health, of have any indicators specifically to known local problems.  Note that some indicators could fit in more than one category, eg smoking cessation might be useful for tracking CHD, cancer and smoking cessation patterns in young women (who are or might become pregnant).
