When Matrix carried out the work for this consultation they asked all those they met to name any indicators they were using.  More than 300 were named.  Some criteria were then used to compile a short list comprising those indicators which had the potential to be useful across the country.  These shortlisting criteria are shown below and form the headings to the columns. 

Notes on short listing criteria :

Intervention stage (as used in Matrix report p 10)

Input – the resources invested in an intervention, eg Number of sure start schemes in deprived wards

Process – what intervention is agreed, eg vaccination rates (MMR, flu, meningococcal C)

Outcome – the results achieved and measured against agreed objectives, eg Overall reduction in the rate of death by RTA in the locality per adult resident

Impact – the effect of a given intervention on health status

Frequency

Both the time frames in which national and local targets are to be met and the timescales within which equity audits are to be carried out.  This limits the use of indicators which are collected at rare intervals (eg 7 years) even if this is known and regular.  Time intervals of a maximum of 3 years were used as the cutoff in preparing this list

Large number

Focuses on whether the indicator will have numbers in a locale which are too small to allow useful interpretation.  If yes, this should not pose a problem.

Interpretation

Whether an indicator is replicable across various localities and whether the results recorded by the indicator are easily interpretable, both year on year within a locality and across localities in terms of specificity and ambiguity of data.
